It’s not that hard to paint but the process is more of a pain and mess than it is an aesthetic improvement. You can’t paint the entire interior walls either because the walls are more than one inch thick.
As for the exterior walls, you might try to tape the old wooden beams to the new concrete. However, that might not really be the best idea. It’s better to just tear the old walls down and start over.

It is said that walls should be painted every 2-3 years because they don’t tend to dry. I think that the interior walls are painted every 2-3 years because the exterior walls are often built and painted without them.
